Yunlin County Government in 2017 began providing female junior high school students with 9-Valent HPV vaccines, which provide wider protection, in March and September after the semester starts. After Yunlin County Magistrate Li-Shan Chang assumed office in 2019, she continued to implement the project and requested a donation from President Wen-Yuan Wong to purchase the vaccines.
The president not only focuses on business administration, but also serves as the chairperson of Wang Jhan-Yang Charity Trust (founder: Mr. Yung-Tsai Wang) and Wang Jhan-Yang Social Welfare Foundation. Over the years he has observed the needs of society and extend care to every corner where it is needed. After understanding the needs of Yunlin County, he gave instructions to evaluate the feasibility for Wang Jhan-Yang Social Welfare Foundation to make the donation.
After evaluation, cervical cancer was the 7th leading cause of death among women in Yunlin County in 2019, but it is also one of very few cancers that can be prevented with a vaccine. Starting vaccination among female students in 7th grade according to plans of the Health Promotion Administration can achieve early prevention. The 7th Grade Female Student 9-Valent HPV Vaccination Project implemented by Yunlin County can effectively improve the health of 7th grade female students in Yunlin, and effectively lower the occurrence of HPV-related cancers and diseases. Hence, the president instructed Wang Jhan-Yang Social Welfare Foundation to donate to the 7th Grade Female Student 9-Valent HPV Vaccination Project of Yunlin County. The funding required in 2020 was NT$10,453,000, and is expected to provide vaccines for over 2,800 female students. Features of the project are as follows:
I. After Yunlin County Government inquired medical professionals regarding the policy, they believe that 9-valent HPV vaccines cover types 16 and 18, as well as the prevalent types 52 and 58 which are prevalent in Taiwan, increasing protection from 70% to 90% (2-valent HPV vaccines only provide protection against types 16 and 18, and mainly lower incidence rate).
II. Different from the central government policy to promote 2-valent HPV vaccines. Excluding subsidies from the central government, we provided NT$10,453,000 in subsidies to fill in the gap in county government funding.
Magistrate Li-Shan Chang specially thanked President Wen-Yuan Wong for investing in and giving back to Yunlin over the years, and for supporting the administration of Yunlin County Government. Magistrate Chang said that close cooperation between companies, magistrate, and country government will drive the prosperity of localities, and also improve the capacity and quality of healthcare and social welfare for the well-being of all Yunlin County residents.
The president has upheld the philosophy of the two founders of FPG, Mr. Yung-Ching Wang and Mr. Yung-Tsai Wang, to take from society and give back to society, and implemented charity projects according to needs for social development, supporting the new administration of Yunlin County Government in the 7th Grade Female Student 9-Valent HPV Vaccination Project, while meeting the needs of local communications. The project provides vaccines with better protection, lowers the risk of cervical cancer, and provides funding for healthcare.
