The Ministry of Economic Affairs promulgated the Regulations Governing Subsidies for the Installation of Wind Power Demonstration Systems on March 22, 20000, in order to promote the use of wind power and increase domestic supply of renewable energy. This wind power demonstration system was subsidized by the Ministry of Economic Affairs Energy Commission (now the Bureau of Energy), and established the first wind farm in Taiwan.

The project directly imported generators made in Denmark, which have mature technology and have already been used for commercial operation, and the tower and foundation were made locally. Formosa Heavy Industries Corporation was responsible for system integration and the electricity generated was used by the Mailiao machinery plant. Monitoring equipment are installed in the showroom of the wind power demonstration system.
